Who is in the firing line in North Waziristan?

Difficult to know what’s happening in North Waziristan, when the military controls access so strictly. At the moment most of the coverage is dominated by military press releases and whatever residents are able to say over the phone. The big unanswered question so far is whether the “comprehensive operation” will clear all armed groups from the area, or merely those have directed their fire at Islamabad. This release detailing the visit of the Chief of Army Staff General (COAS) Raheel Sharif to Corps Headquarters, Peshawar, gives perhaps the clearest answer:

While expressing his satisfaction over preparation and progress of the operation so far, COAS emphasized that all terrorists along with their sanctuaries must be eliminated without any discrimination. The operation is not targeted against our valiant tribes of North Waziristan but against those terrorists who are holed up in the Agency and have picked up arms against the state of Pakistan.
